Residensi Wilayah (RUMAWIP) 2026: Eligibility, Latest Projects and How to Apply

05 November 2026
Personal FinanceFinancial planning

Residensi Wilayah, the affordable housing programme formerly known as RUMAWIP, sells three-bedroom homes in Kuala Lumpur, Putrajaya and Labuan for up to RM 300,000 a unit. To qualify, you need to be a Malaysian citizen aged 21 or above, have a link to a Federal Territory and earn within the programme's household income limits.

The programme is run by the Federal Territories Department (Jabatan Wilayah Persekutuan, or JWP), and you apply online at residensiwilayah.jwp.gov.my. That is the only official portal. Several look-alike websites use the RUMAWIP name, and JWP has publicly named them as fake.

RUMAWIP vs Residensi Wilayah: are they the same scheme?

Yes. RUMAWIP (Rumah Mampu Milik Wilayah Persekutuan) is the programme's original name, and Residensi Wilayah is its current brand. If you registered under the RUMAWIP name, you log in to the same portal.

The programme covers the three Federal Territories only: Kuala Lumpur, Putrajaya and Labuan. Homes in Selangor and other states fall under separate programmes with their own rules.

JWP's planning target is 80,000 Residensi Wilayah units over the ten years from 2019 to 2028. It's a goal for the decade, separate from the number of homes delivered so far. Each unit is a strata home with three bedrooms and two bathrooms.

Residensi Wilayah eligibility and income limits (2026)

You must meet every condition in the table above when you apply. The registration page sets the income ceiling at RM 10,000 a month for a single applicant and RM 15,000 a month for a married couple, and it requires you to confirm that you've read the conditions before you register.

Residensi Wilayah eligibility: Malaysian citizen aged 21+, Federal Territory link, RM 10,000 single or RM 15,000 married income cap and a 10-year resale rule.

Is gross salary before EPF and SOCSO used?

Yes. The FAQ defines household income as gross income, including salary, commissions and other allowances, counted for the husband and wife only. Use the figure before EPF, SOCSO and tax deductions, which is usually the top line on your payslip.

For example, say you earn RM 8,000 a month and your spouse earns RM 6,000. Your household income is RM 14,000, which is below the RM 15,000 ceiling for married applicants. You still need to meet the age, citizenship, ownership and Federal Territory conditions.

Can single applicants, newlyweds and retirees apply?

Singles can apply under the RM 10,000 limit. A married couple counts as one household, so only one of you submits an application, and your spouse can be named as the second nominee. Retirees can apply too, subject to the rules in force at the time, but you'll still need to show you can finance the purchase.

Can I apply if I already own property outside KL?

Possibly. The FAQ says owners of a home in another state may still qualify, provided they don't own any property or home in the Federal Territories, or another affordable home, under the rules in force. If you own a house in Johor or Penang, for instance, you aren't automatically ruled out. Email the secretariat with your situation before you apply if you're unsure.

Must I live or work in Kuala Lumpur?

You need one link to a Federal Territory: you were born there, you live there or you work there. The three Federal Territories count equally, so someone working in Putrajaya and living in Selangor meets this condition through their job.

Residensi Wilayah prices and open projects in 2026

Listed units are priced at or just under the RM 300,000 cap, with built-up areas of 800 to 900 sq ft. These projects were open for applications in the official project directory. Unit counts are each project's total Residensi Wilayah units, so check the project page for availability.

Each project page lists the developer, facilities, application window and expected completion date. Several projects open for applications today won't be finished for years, so a successful application now may mean moving in from 2028 onwards, and in some cases 2032.

Five open Residensi Wilayah projects priced RM 299,960 to RM 300,000, with 800 to 900 sq ft built-up and completion dates from 2028 to 2032.

Residensi Radium Evara in Kepong is a typical example: RM 299,990 for 800 sq ft, three bedrooms, two bathrooms and one parking lot, out of 239 units. Its expected completion date of 30 April 2032 makes it an off-plan purchase, so plan where you'll live, and what rent you'll pay, while it's being built.

How to apply for Residensi Wilayah (RUMAWIP) online: step by step

You apply entirely online. The FAQ confirms that applications are made through the official portal, and supporting documents sent by email aren't accepted.

  1. Register on the official portal. Go to residensiwilayah.jwp.gov.my, read the eligibility conditions and create an account. Use an email address you check often, because results and offers arrive by email.
  2. Pick one project. Open the project directory and choose one development. Each applicant can apply for one project only.
  3. Upload your documents within 30 days. Upload your supporting documents through the portal within 30 days of registering, or the application is cancelled automatically.
  4. Developer check. The developer reviews your application first, subject to available units.
  5. Secretariat check and approval. The Residensi Wilayah secretariat runs a second check, and JWP's top management approves the result before it's announced.
  6. Respond to an offer within 30 days. If your status shows Layak Ditawar (eligible for offer), click BERMINAT (interested) or TIDAK BERMINAT (not interested) within 30 days. If you accept, you deal directly with the developer from that point.
  7. Arrange financing and sign the sale and purchase agreement (SPA). Get JWP's approval before applying for a housing loan, secure the loan, then read the SPA, title and strata conditions before you sign or pay.

Residensi Wilayah application timeline from portal registration to SPA signing.

Your application stays valid for 12 months from the date your complete documents are uploaded. If you want to switch projects, you can cancel it yourself while the status is Tidak Lengkap (incomplete) or Lengkap (complete). Once it reaches secretariat review or Layak Ditawar, you need to email the secretariat at urusetiaresidensiwilayah@jwp.gov.my with your reasons.

RUMAWIP login, official portal and how to check application status

The only official website is https://residensiwilayah.jwp.gov.my. Both the "Daftar" (register) and "Log Masuk" (login) buttons sit at the top of that portal's homepage, so searches for "RUMAWIP login" should lead you there.

After you log in, your account shows your application status. The FAQ uses the labels Tidak Lengkap, Lengkap, Semakan Urus Setia (secretariat review) and Layak Ditawar, and final results are Berjaya (successful), Tidak Berjaya (unsuccessful) or Tidak Lengkap. JWP sends results to the email address you registered, so keep it up to date. JWP doesn't publish a standard processing time, so check your account and inbox regularly.

JWP's FAQ names four fake portals that use the Residensi Wilayah logo and branding: rumawip.com.my, rumawip.com, residensiwilayahpersekutuan.com and rumawip.org. Don't enter your MyKad number, payslips or bank details on these sites. Developers may not collect any payment before the SPA is signed, so a request for a "processing fee" or booking deposit before that point is a warning sign.

Required documents for a Residensi Wilayah application

Prepare scanned copies before you register, because the 30-day upload clock starts at registration. This list comes from the official FAQ, and the portal shows the full checklist for your application.

The statutory declaration must be certified by a Sessions Court judge, magistrate or Commissioner for Oaths. Certification by a village head or an elected representative isn't accepted. Submitting false documents or a false marital status gets your application cancelled, and you won't be considered again.

How much deposit and monthly income do you need for a RM 300,000 home?

Meeting the income limit only makes you eligible to apply. Your bank then decides how much it will lend based on your credit record, existing debts and its own debt-service ratio rules. The FAQ says financing is your own responsibility, and you must get JWP's approval before applying for any housing loan.

Monthly mortgage examples

Say you buy a RM 300,000 unit with 90% financing, which is a RM 270,000 loan over 35 years.

Interest rate (flat for 35 years)Approx. monthly instalmentTotal repaid over 35 years
4.00% a yearRM 1,195RM 502,107
5.00% a yearRM 1,363RM 572,316

Example only. Assumes a RM 270,000 fully amortising loan, 420 monthly payments and a rate that stays fixed for the whole tenure. Your bank's rate, maximum tenure and approval depend on your age, credit record and the product.

In this scenario, the 10% down payment is RM 30,000. Under the Residensi Wilayah SPA, the successful applicant pays 10% of the offered price to the developer as the first payment. Government schemes such as the SJKP housing credit guarantee can change the financing margin for applicants who qualify, so check the current terms with your bank.

Total upfront purchase costs

On top of the 10% first payment, budget for legal fees on the SPA and loan agreement, valuation, mortgage insurance (MRTA or MRTT) if you take it, moving costs, basic furnishing and an emergency buffer.

Stamp duty may not apply. First-time Malaysian buyers get a full stamp duty exemption on the instrument of transfer and the loan agreement for a first home worth up to RM 500,000, for SPAs signed by 31 December 2027. Budget 2027 proposes extending the full exemption to SPAs signed from 1 January 2027 to 31 December 2030, but that remains a proposal until it's gazetted. Confirm with your lawyer which rule applies on your SPA date.

If you're setting aside cash for the 10% payment and legal fees over the next year or two, keep it somewhere you can reach when the SPA is ready. StashAway Simple™ is a cash management portfolio that invests in money market funds, with a projected rate of 3.55% p.a., no lock-in and a 0.15% p.a. management fee. The projected rate isn't guaranteed, withdrawals take time to process, and Simple isn't a bank deposit, so it isn't protected by PIDM.

Strata maintenance fees, sinking fund and property taxes

Residensi Wilayah homes are strata units, so you'll pay a monthly service charge and sinking fund contribution once the building is handed over. Each project sets its own rates.

ItemMonthly amount
Service charge: 850 sq ft × RM 0.25 per sq ftRM 212.50
Sinking fund: 10% of the service chargeRM 21.25
TotalRM 233.75

Example only. Assumes an 850 sq ft unit, a RM 0.25 per sq ft service charge and a 10% sinking fund. Excludes assessment tax, quit rent or parcel rent, insurance, utilities and any separately billed parking.

Example RM 300,000 Residensi Wilayah budget: RM 30,000 down payment, RM 1,195 to RM 1,363 monthly instalment and RM 233.75 strata charges.

Add the instalment and strata charges together to judge affordability. The example comes to about RM 1,429 a month at 4% and RM 1,596 at 5%, before assessment tax, utilities and insurance.

Can Residensi Wilayah units be rented out or sold?

Residensi Wilayah imposes a 10-year sale restriction from the date the SPA is first signed. During that period, you can't transfer or sell the home without government permission, except to immediate family such as your spouse or children. Check the restriction wording in your own SPA and title, since that's the document that binds you.

Renting is less clear-cut. Programme policy bars owners from renting to foreign citizens, and the building's JMB or MC can adopt that restriction and its penalties through house rules at a general meeting. Ask your JMB or MC what applies in your building before you sign a tenancy. Residensi Wilayah units are also sold outright only, with no rent-to-own option.

If you're thinking of a Residensi Wilayah unit as an investment, factor in that you can't sell on the open market for a decade, that rent may be limited by house rules, and that you'll keep paying strata charges and your loan throughout. The programme is designed for owner-occupiers.

RUMAWIP vs PR1MA vs Rumah Selangorku: what differs?

Each affordable housing scheme sets its own price caps, income limits and resale rules. Compare them using each programme's own published terms.

PR1MA has a wider income band and higher price range, and it allows a home elsewhere in some cases. Rumah Selangorku has tiered prices by type and a shorter transfer restriction. If you work in Kuala Lumpur and live in Selangor, you may meet the conditions for more than one scheme, so compare the projects, completion dates and restrictions before you choose.

Mistakes to avoid before applying

These errors can delay, cancel or sour an application.

  • Registering on a fake website. Only residensiwilayah.jwp.gov.my is official.
  • Using net pay for the income test. The limit applies to gross income, before EPF and other deductions.
  • Applying for several projects. You can apply for one project at a time.
  • Missing the 30-day document deadline. Have your payslips, bills and certified statutory declaration ready before you register.
  • Treating selection as loan approval. Your bank assesses your loan separately.
  • Ignoring the completion date. Several open projects won't be ready until 2030 or later.
  • Leaving out running costs. Strata charges, parking, assessment tax and quit rent all add up.
  • Counting the 10-year restriction from handover. It runs from the first SPA signing date.
  • Assuming a home in another state disqualifies you. It may not.

FAQs

What is the new name of RUMAWIP?

RUMAWIP is now called Residensi Wilayah. It's the same Federal Territories affordable housing programme run by JWP, with the same portal for registration and login.

What is the official RUMAWIP website?

The official website is https://residensiwilayah.jwp.gov.my. JWP has warned that rumawip.com.my, rumawip.com, residensiwilayahpersekutuan.com and rumawip.org are fake portals.

How do I log in to Residensi Wilayah (RUMAWIP login)?

Go to residensiwilayah.jwp.gov.my and click "Log Masuk" at the top of the page. Use the email and password you registered with. If you haven't registered, click "Daftar" first.

What are the RUMAWIP requirements (syarat RUMAWIP) in 2026?

You must be a Malaysian citizen aged 21 or above, be born in, live in or work in a Federal Territory, and have gross household income of up to RM 10,000 a month if single or RM 15,000 if married. Each household can submit one application for one project.

Can a single person earning RM 8,000 apply?

Yes, if the RM 8,000 is your gross monthly income and you meet the other conditions. The single-applicant ceiling is RM 10,000 a month, and a married couple earning exactly RM 15,000 combined is also within its limit.

Can I own a house in another state and still apply?

You may. The FAQ allows applicants who own a home in another state, provided they don't own any property or home in the Federal Territories. Check your case with the secretariat if you also own another affordable home.

Is there a booking fee?

Developers aren't allowed to collect any payment before the SPA is signed. After you accept an offer, the first payment is 10% of the offered price under the SPA. Treat any earlier request for money as suspicious.

How do I know if my application succeeded?

JWP emails the result to your registered address, and your portal account shows the status. A successful result is marked Berjaya.

Can I buy using a housing loan or SJKP?

Yes, you arrange your own financing, through a bank loan or a scheme such as SJKP if you qualify. You must get JWP's approval before applying for any loan, and the bank decides on approval separately.

When does the 10-year moratorium start, and can I sell after five years?

It starts from the date the SPA is first signed. You can't sell after five years on the open market; within the 10 years, transfers need government permission, except to immediate family.

Can I rent out a Residensi Wilayah unit?

Programme policy bars renting to foreign citizens, and your JMB or MC may enforce this through house rules. Your building's management office can tell you which rules have been adopted.

Does RUMAWIP cover Selangor?

No. Residensi Wilayah covers Kuala Lumpur, Putrajaya and Labuan only. For Selangor, look at Rumah Selangorku or PR1MA projects in the state.

Choosing a unit you can afford to own

Residensi Wilayah gives eligible Federal Territory households a route to a three-bedroom home at up to RM 300,000. Pick a project whose completion date suits your plans, have your documents ready before you register, and work out your instalment, strata charges and 10% first payment before you accept an offer.
