Everything You Need to Know About PR1MA Housing in Malaysia [2026 Guide]

19 October 2026

Malaysia's national average house price reached RM 502,922 in 2025, based on preliminary NAPIC figures, while median monthly gross household income was RM 7,017 in 2024. For many households, buying a home stretches the budget long before the keys arrive.

PR1MA housing is aimed at middle-income Malaysians. Its gross monthly income band is RM 2,500 to RM 15,000, and its general home-price range is RM 100,000 to RM 400,000. You can buy one as a first or second home if you meet the eligibility rules.

This guide covers who can apply, how to compare projects, the application steps and your financing options. It also looks at the full cost of owning a PR1MA home, beyond the monthly instalment, and the restrictions on selling or renting it out.

What is PR1MA housing?

Perbadanan PR1MA Malaysia is a housing corporation established under the PR1MA Act 2012. Its role includes developing affordable homes and community facilities for middle-income Malaysians. PR1MA sells homes in its own developments; it doesn't give you money to buy any house on the open market.

You'll come across several related names. PR1MA is the programme and organisation; Residensi PR1MA is the name used for its developments; a PR1MA-linked bank package is a financing product. SJKP, covered below, is a housing credit guarantee. Each has its own rules, so qualifying for one doesn't mean you qualify for the others.

PR1MA's guide describes apartments of approximately 600 to 1,200 sq ft and terrace homes of approximately 850 to 1,850 sq ft. Look at the actual floor plan: a bigger unit with long corridors or awkward bedrooms can feel smaller than a well-laid-out one.

Tenure varies by development. The title documents will tell you whether a unit is freehold or leasehold and whether you need consent to transfer it later.

Who is eligible to buy a PR1MA home in 2026?

Start with the national criteria, then check whether the state or project adds its own conditions.

PR1MA eligibility and bank approval are two different checks, and you need to pass both.

PR1MA eligibility and the bank financing check.

Are singles, married couples, self-employed buyers and non-Bumiputera eligible?

Single and married Malaysians can both apply. PR1MA requires married couples to register once and include their spouse's details. Keep your profile updated if your income, marital status or property ownership changes.

The national criteria have no Bumiputera-only condition, though an individual unit may carry a quota or land restriction. Ask about the specific unit you want.

If you're self-employed, gather your income evidence early. Business receipts, bank statements and tax records help a lender understand income that doesn't come in as a regular salary. The bank makes its own decision on that evidence, separate from PR1MA.

Say there are three applicants. A single person earning RM 4,000 gross a month clears the income test. A married couple earning RM 6,000 and RM 7,000 has combined gross income of RM 13,000 and also clears it. Someone earning RM 16,000 is over the ceiling. Passing the income test still leaves unit allocation and mortgage approval to come.

Can you apply if you already own a home?

Yes. PR1MA allows a first or second home, subject to its existing-ownership rules. Declare both your own property and your spouse's.

Some first-home incentives won't apply if you're buying a second home. For example, SJKP supports an eligible first residential-home purchase for owner occupation. Check your financing eligibility before counting on a government guarantee.

How much does a PR1MA house cost in 2026?

PR1MA gives a general price range, but your budget should be based on the price of a specific unit. The listings below give a sense of starting prices around the country; availability changes quickly.

Ask for the list of available units and a written price breakdown. Floor level, layout, parking and any running campaign can all change what you pay. Make sure the SPA reflects the agreed price, including any incentives in writing.

How to find available PR1MA homes near you

The official PR1MA property search lets you filter by region and development. Each listing carries two kinds of label: open for sale describes the sales process, while under construction or fully completed describes the building. Neither tells you whether your preferred unit is still available.

For limited-unit listings, check availability with the appointed sales partner. Fully sold developments have no stock left. Keep a copy of the listing and ask the official contact to confirm what's available.

Rumah PR1MA Kita+ advertises discounts up to 30% and packages up to RM 10,500 on selected projects. The promotion runs from 13 March to 31 December 2026, subject to terms and changes. The offer covers selected projects only, so confirm which units qualify, the purchase-offer date and any gift conditions.

Build a comparison sheet with the actual price, usable floor area, tenure, construction progress, expected handover, parking and monthly charges. Try the commute at rush hour. A cheaper home can cost you more overall if transport costs and travel time go up sharply.

How to register and apply for PR1MA housing: step by step

The route depends on the project. The steps below follow PR1MA's registration, application, selection, financing and handover process, with the contract and construction checks added in.

New launches and limited-unit developments split into different routes at the selection stage.

PR1MA application path, with separate routes for new launches and limited-unit projects.

Step 1: Register on the official PR1MA portal

Create an account through PR1MA registration. Fill in your MyKad and contact details, income, marital status, property ownership and preferred locations accurately, and save the reference number and confirmation.

Registration is free. It puts you in the system but doesn't reserve a home, and nobody can sell you a faster or guaranteed allocation.

Step 2: Select a development and submit an application

Review the project details and submit an application while it's open. Registering alone doesn't enter you into a new-launch ballot.

Before applying, check that the unit's layout, location and total cost suit your household, so you don't reach selection with a home you can't comfortably finance.

Step 3: Check whether the project uses balloting or a sales-partner process

New launches use an open ballot for qualifying applications. For limited-unit developments, follow the application instructions and contact the appointed sales partner about availability.

Check that the partner is listed through PR1MA's official channels before handing over documents or money. Keep all messages and receipts together so you have a record of what was agreed.

Step 4: Verify eligibility and select a unit

PR1MA's FAQ lists your IC and latest bank statement or payslip as application documents. Prepare your spouse's details if you're married and ask for the project's full checklist.

The RM 500 booking fee applies to completed residential projects only. Before paying, read the refund conditions and confirm who you're paying and by when. Ask whether the booking fee counts towards your deposit, so you budget for it correctly.

Step 5: Apply for housing financing

Compare conventional and Islamic financing, as well as LPPSA financing if you're an eligible public servant. Get a written offer showing the financing amount, repayment basis, tenure, protection costs and fees.

PR1MA estimates financing approval at one month for bank financing and two months for LPPSA from booking. These are estimates, so ask the financier what documents are still outstanding and line up the application with your payment dates under the contract.

Step 6: Sign the Sale and Purchase Agreement (SPA)

Check the unit number, price, payment schedule, tenure and restrictions before you sign. Ask your solicitor to explain the completion deadline, compensation for late delivery and the defect-liability terms in your contract.

Compare the SPA against the sales materials and anything promised in writing. Sort out any differences before you commit, especially incentives that change how much cash you need upfront.

Step 7: Monitor construction or arrange completed-unit handover

For a development still under construction, follow the progress updates and ask the bank how progressive interest or profit payments work as the financing is released. During construction, what you pay each month may differ from the full instalment.

For a completed unit, arrange an inspection if you can. Check access, utilities, parking and the common areas as well as the unit itself.

Step 8: Receive vacant possession and inspect defects

PR1MA links handover to completion, issuance of the Certificate of Completion and Compliance (CCC) and clearance of outstanding payments. Collect the handover documents and find out when charges start.

Photograph any defects and report them through the developer's procedure within the defect-liability period. Test doors, plumbing and electrical points carefully: the showroom unit tells you nothing about the condition of yours.

Can you get a PR1MA home loan with little or no down payment?

Some financing packages can reduce the deposit you pay upfront. The bank still decides whether to lend, and rolling purchase costs into the loan increases the debt you have to repay.

Financing routeWhat it can offerWhat to check
Conventional or Islamic financingA mortgage or home-financing facilityApproved margin, rate or profit structure, tenure, protection and fees

Source: PR1MA financial assistance, LPPSA, SJKP, SJKP eligibility, EPF housing withdrawal, EPF PR1MA withdrawal (as of 9 October 2026)

PR1MA advertises panel-bank packages up to 110% of SPA price, with no down payment if you're approved for the maximum. Ask the bank what the package covers and what you'll still pay from your own pocket.

SJKP's maxima are RM 500,000 for the standard scheme and RM 360,000 for SJKP MADANI. These are caps on the financing amount; the lender still assesses your application, and SJKP is for first-home purchases.

For ordinary EPF Buy House Withdrawal, members must be below 55 and have at least RM 500 in Akaun Sejahtera. For a financed purchase, you can withdraw the lower of your available balance or the purchase-price/loan difference plus 10% of the purchase price. Ask EPF how much you're eligible for before relying on it to meet a payment deadline.

The PR1MA-specific withdrawal requires SPEF financing and involves ring-fencing Akaun Sejahtera, which can restrict other pre-retirement withdrawals from that account. Confirm the financing is still offered for new applications, and weigh the impact on your retirement savings.

What if your PR1MA home loan gets rejected?

Ask the lender why. Existing debts, inconsistent income evidence, credit history and a low valuation each need a different fix, so resubmitting the same application rarely helps.

Review your CCRIS records, correct any errors with the reporting bank and keep up with your repayments. Banks can be conservative with fluctuating self-employed income, so show evidence of steady earnings over time. Trying another lender may work, but a cheaper unit or lower debt is often the more lasting fix.

If your financing falls through, check your booking and purchase terms straight away to see what refund or other options apply.

What is the real monthly cost of buying a PR1MA house?

The purchase price is only the first line of your budget. Start with the instalment, then add building charges, taxes, utilities, protection and repairs.

For example, assume 90% financing over 35 years, fully repaid by monthly instalments, at annual rates of 4.0% and 5.0%.

Purchase price10% down paymentLoan amountMonthly at 4.0%Monthly at 5.0%
RM 200,000RM 20,000RM 180,000RM 797RM 908
RM 300,000RM 30,000RM 270,000RM 1,195RM 1,363
RM 400,000RM 40,000RM 360,000RM 1,594RM 1,817

Example only. Repayments rounded to the nearest ringgit; excludes fees, insurance/takaful and future rate changes.

Calculation: monthly repayment = principal × monthly rate ÷ [1 − (1 + monthly rate) raised to minus the number of payments]. The monthly rate is the annual rate divided by 12, and the term is 420 payments. Your lender's offer sets your actual payment.

On the RM 300,000 purchase, the higher rate adds about RM 168 a month, and there are several costs on top of the instalment.

Mortgage repayments at 4.0% and 5.0%, plus costs beyond the instalment.

Upfront costs beyond the down payment

Get quotes for SPA and loan legal fees, disbursements, valuation, registration and protection. Mortgage-reducing assurance or takaful can be paid upfront or financed, depending on the package. Financing it increases both the loan and what you pay over time.

Budget for moving, basic furnishing and renovation as well. A completed unit may need spending straight away, while an unfinished one can mean paying rent and progressive financing at the same time. Keep an emergency fund after paying all the purchase costs.

Budget 2026 announces a two-year extension of 100% stamp duty exemption on transfer and loan instruments for eligible Malaysian first-home purchases up to RM 500,000, for SPAs executed from 1 January 2026 to 31 December 2027. Ask your solicitor to confirm the exemption order and your eligibility with HASiL before you leave stamp duty out of your budget. HASiL requires the gazette or exemption-order reference when claiming an exemption. If you're buying a PR1MA home as your second property, the first-home exemption won't apply.

For a high-rise, get the maintenance-charge and sinking-fund schedule in writing. Allow for assessment tax, quit rent or parcel rent, utilities, parking and future repairs, and find out which charges start at handover even if you haven't moved in.

How much income should you earn to comfortably afford a PR1MA unit?

There's no single comfortable income for every household. Take two households buying the RM 300,000 home above, with the budgets below.

Monthly budget itemHousehold AHousehold B
Gross incomeRM 5,000RM 8,000
Net take-home incomeRM 4,300RM 6,800
Mortgage at 4.0%, roundedRM 1,195RM 1,195
Existing debt paymentsRM 600RM 900
Maintenance and sinking fundRM 250RM 250
Living costsRM 1,700RM 2,500
Taxes, insurance and repairs provisionRM 200RM 250
Cash remaining at 4.0%RM 355RM 1,705
Cash remaining at 5.0%, using RM 1,363 repaymentRM 187RM 1,537

Example only. All budget amounts are assumed; take-home income is set independently, not calculated from gross pay. This is not a recommended lending limit.

Household A is within the income band but has little room for irregular bills, and a rate rise leaves only a small buffer. Household B has more flexibility, though children, caregiving or a period of lost income could change that.

Swap in your own payslip, debts and spending. A bank's debt-service ratio (DSR) compares your debt repayments with the income it recognises, but your budget also has to cover everyday life. A bank approving the loan doesn't mean the instalment will be easy to live with.

Test what happens with a higher rate and a few months of lower income. If the purchase only works when every ringgit of a normal month goes to plan, consider saving for longer or choosing a cheaper unit.

Can you sell, rent out or transfer a PR1MA house?

PR1MA homes come with ownership restrictions, so check them before signing, especially if you might relocate for work or want to sell within a few years.

Must you live in your PR1MA home?

Yes. PR1MA requires owner occupation and prohibits subletting, so leave rental income out of your affordability sums.

If your circumstances change, ask PR1MA for written guidance. A salesperson's verbal assurance carries no weight against the restrictions in your purchase and title documents.

Is there a five-year PR1MA resale moratorium?

PR1MA doesn't publish a single moratorium period. Its current moratorium FAQ directs purchasers to contact it for clarification.

Ask your solicitor to check the SPA, title endorsements and any state-consent requirements, then get PR1MA's confirmation for your unit. A restriction on sale or transfer can slow down your exit even if the home has gone up in value.

Are PR1MA houses freehold or leasehold?

PR1MA says tenure is determined for each development. Get the title details, and for leasehold, the remaining lease term.

Look at tenure, restrictions and financing together, and compare homes you could realistically buy and live in. Transfer procedures can differ between developments.

Owner occupation, resale and tenure checks before purchase.

PR1MA vs other affordable housing schemes in Malaysia

Pick a programme that fits both your eligibility and where you want to live. Housing schemes allocate homes, while a financing guarantee helps you borrow for an eligible purchase.

Use each programme's official portal. Two developments both marketed as affordable housing can have different income ceilings, ownership restrictions and application rules.

Older comparisons may still list Skim Rumah Pertamaku, but Cagamas records that the scheme ceased on 1 April 2023.

Is PR1MA housing worth buying? five checks before you commit

A PR1MA home is worth considering when the location, contract and total cost suit the way you plan to live. The advertised price is only part of that picture.

  1. Location versus daily cost. Try the actual commute and check access to schools, healthcare and public transport. Add transport and parking to your monthly comparison.
  2. Condition and construction progress. Find out whether the project is completed or still under construction. Inspect if you can, review progress and ask about the CCC and defects.
  3. Total monthly ownership cost. Add the mortgage, building charges, tax provisions, utilities, protection and repairs. Charges still apply while the unit is empty.
  4. Resale constraints and market value. Compare nearby completed homes and the restrictions on your unit, keeping in mind that subletting isn't allowed.
  5. Household liquidity. Keep money aside for legal costs, moving and emergencies after the deposit, so an ordinary setback doesn't put the home at risk.

FAQs about PR1MA housing in Malaysia

What is the minimum salary to apply for PR1MA housing?

RM 2,500 gross a month, counting either your own income or your combined income with your spouse. It's based on gross income, not take-home pay. Meeting it gets you into the programme; whether a given unit is affordable depends on the instalment, your existing debts and other housing costs.

What is the maximum PR1MA household income?

RM 15,000 gross a month, using individual income or combined spousal income. This ceiling controls access to the programme and has nothing to do with how much a bank will lend you. Keep your income details up to date in your profile.

Can a single person buy a PR1MA home?

Yes. A single Malaysian aged 21 or over can apply, provided they meet the income, property-ownership and any project-specific conditions. The bank will assess your financing separately based on your income and commitments.

Is PR1MA only for first-time buyers?

No. A PR1MA home can be your first or second, subject to the ownership criteria, and you need to declare your spouse's property as well as your own. SJKP and first-home stamp duty relief are aimed at first-home purchases, so they generally won't cover a second home.

Can non-Bumiputera Malaysians apply for PR1MA?

Yes. The national requirements aren't restricted to Bumiputera applicants. Some developments or units may have state guidelines, quotas or title restrictions, so check the specific unit you're interested in.

How much is a PR1MA house in 2026?

PR1MA's general range is RM 100,000 to RM 400,000, and the exact price depends on the development, unit and any campaign running. Use a listing's starting price to shortlist, then ask for a dated quotation for the unit. Add legal fees, furnishing and ongoing ownership costs before deciding.

How do I check whether my PR1MA application succeeded?

Log in to your official PR1MA account and watch for the project's notifications. Quote your registration reference when you contact PR1MA. Confirm any unit-selection invitation through official channels, and keep your contact details current so you don't miss a deadline.

Is every PR1MA project selected by balloting?

No. Balloting is used for newly launched developments. For limited-unit developments, follow the application instructions and contact the appointed sales partner. Either way, registering an account isn't enough: you need to apply for the project and keep your submission confirmation.

Do I need to pay an application or booking fee?

Registration is free, and PR1MA doesn't authorise paid form-filling or special-allocation services. There's a RM 500 booking fee for completed residential projects, paid at unit selection. Check the official payment instructions, whether it goes towards your deposit, and the refund conditions.

Can I buy PR1MA with zero down payment?

Possibly. PR1MA advertises financing up to 110% for eligible buyers, but you need a lender to approve you for the maximum. Get a written offer showing which fees are included and how much cash you'll still need. Keep in mind that a smaller deposit means a larger loan and higher repayments.

Can I use EPF Akaun Sejahtera to buy a PR1MA home?

Yes, if you meet EPF's housing-withdrawal requirements and have the savings. The ordinary Buy House Withdrawal is the usual route. The PR1MA-specific route is linked to SPEF financing and puts restrictions on your account, so confirm with EPF and the lender that it's available. Whatever you withdraw also reduces your retirement savings.

Can I rent out my PR1MA house?

No. PR1MA requires owner occupation and doesn't allow subletting, so you'll need to cover the mortgage without rental income. If your circumstances change, ask PR1MA for written guidance and review your purchase documents.

Can I sell my PR1MA home after five years?

PR1MA doesn't set a universal moratorium period; its FAQ asks purchasers to contact it for clarification. Have your solicitor check the SPA, title and consent requirements, and get PR1MA's written confirmation before planning a sale or transfer.

Are PR1MA homes freehold or leasehold?

It depends on the development, so check the title for your unit. For leasehold property, find out the remaining term and any consent conditions, and ask how these affect financing and a future transfer.

Is PR1MA housing still available in 2026?

Yes. The official listings show projects open for sale, including both completed and under-construction developments. Stock changes, so contact the official sales channel for current units and written prices.

Start with an eligible project you'd actually want to live in. Get the unit quotation, financing terms and ownership restrictions, then run the full budget before signing, and keep cash aside for the costs that arrive with the keys.
