Quit Rent, Parcel Rent and Assessment Tax in Malaysia [2026]

19 October 2026

Malaysian property owners can face three government charges, and DBKL's residential assessment rate is 4% of annual value. That rate applies to Kuala Lumpur's residential category; other councils and property types differ. Your mortgage and condominium maintenance payments don't cover any of these taxes.

Quit rent (cukai tanah) is land revenue payable to the land authority. Parcel rent (cukai petak) replaces the land-tax treatment for individual strata parcels where it has been implemented. Assessment rates (cukai taksiran or cukai pintu) are a separate local-council charge. Your title, jurisdiction and current bill determine what you owe.

In practice, you need to identify the right authority for each charge, check each account and set money aside before each deadline. Start with this comparison, then use the calculation and payment examples below.

What is quit rent (cukai tanah) in Malaysia?

Quit rent is a recurring charge on land, not a payment for occupying a building. The Penang land authority describes it as an annual liability of the registered landowner. Freehold land still attracts quit rent, and an unused plot is still taxed even if it earns no rent.

Read the land title alongside the bill. Land area, category and permitted use, location, tenure and the state minimum can all affect the charge. So a terrace house owner's bill tells you nothing about the tariff for agricultural land or a shop lot in another district.

If you rent the property out, the authority's claim and your tenancy agreement are separate matters. A tenant might reimburse the charge under an agreed clause, but the registered owner remains responsible to the land authority. Keep the receipt even when someone else pays.

How to calculate quit rent

An area-based calculation is chargeable land area × state rate, subject to the state's minimum and other rules. Check the unit first: a tariff in square metres can't be applied directly to an area quoted in square feet.

For example, assume 2,000 sq ft of chargeable land and a rate of RM 0.03 per sq ft: 2,000 × RM 0.03 = RM 60 a year. RM 0.03 is an example rate, not a current state tariff, so budget from your actual bill.

When is quit rent due?

Check the current state bill and any official extension. Penang sets payment from 1 January to 31 May, and Hulu Selangor also uses 31 May as the annual cut-off. Other states can differ. If no paper bill arrives, ask the land office, because the charge is still owed.

What is parcel rent (cukai petak) for strata properties?

Parcel rent moves the land-revenue charge to individual strata parcels under each state's arrangements. It replaces the existing land charge rather than adding another tax. You still pay council assessment, maintenance charges and sinking-fund contributions alongside it.

States brought it in at different times: June 2018 in Selangor, 2019 in Penang and 1 January 2020 in Kuala Lumpur. Even in those states, check whether your condominium already receives individual bills.

In the past, a development's land tax could be handled at master-title level and shared out through management. Direct parcel billing lets owners see their own land-revenue position. Before paying, confirm whether your development uses direct billing and whether any old master-title arrears are still outstanding.

How is parcel rent calculated?

There is no universal parcel-rent price per square foot. Kuala Lumpur's implementation explanation uses main-parcel and accessory-parcel area, multiplied by the rate. State rules, property use, title characteristics and minimums vary. A parking bay may count as an accessory parcel, so the chargeable area can be larger than the apartment's advertised floor area.

Treat your official bill as the calculation record. Match the parcel identity, chargeable area, category, current charge and arrears to the title particulars. If the amount differs from the old allocation, ask the land office to explain why before treating it as a duplicate levy.

What if my strata title has not been issued or transferred?

Ask the developer, joint management body (JMB) or management corporation (MC), your solicitor and the land office who currently handles the land charge. Title issuance and registration into the buyer's name are separate checks. The tax is still payable while either is pending, so get evidence of payment and of any contractual recovery from owners.

Penang update: The 2026 land-tax revision includes a 50% rebate with a 2025-payment or new-minimum floor, but excludes parcel rent. Separately, increases for affected strata schemes reclassified from desa to bandar are deferred through 31 December 2026 and take effect on 1 January 2027. Existing bandar schemes are unchanged under that reclassification update. Check whether your scheme is affected.

What are assessment rates (cukai pintu or cukai taksiran)?

Assessment is the local council's property charge. MBSP distinguishes its rating powers from the land office's land revenue, so paying one authority does not settle the other's account. The money funds services and infrastructure across the council area, not your building specifically.

Whether a property is occupied and whether it is rateable are different questions. MBSP includes homes, business and industrial properties and certain land in its assessment coverage. Ask your council how it treats a vacant or damaged property, and keep paying in the meantime, even if your tenant has left or the building needs repair.

Formula and DBKL illustration

Where an annual-value system applies, assessed annual value × rate = annual assessment. DBKL defines building annual value by reasonably obtainable gross annual rental, which may differ from the rent in your tenancy agreement.

For example, say the council assesses a residential building at RM 2,000 a month, or RM 24,000 a year. At the 4% residential rate, the assessment is RM 24,000 × 4% = RM 960 a year, or RM 480 per half-year if split equally.

DBKL lists service apartments separately, so check your classification before using the residential example.

DBKL residential example: assessed annual value × 4%, which can differ from actual contracted rent.

Why the neighbour's bill can differ

Batu Pahat council identifies building type, floor area, location, construction materials and use as reasons for different assessment amounts. Compare the valuation basis and category, not just the total. An extension, a change of use or a council revision can make similar-looking homes less comparable.

Due dates and valuation objections

Use your council's calendar. For example, MBSP's first payment period ends in February and the second on 31 August. Other councils differ: Kuching South lists 31 May and 31 October.

If your valuation goes up, read the notice straight away and ask the valuation department about the objection deadline, supporting evidence and hearing procedure. Keep making the required payments unless the council confirms otherwise. Vacancy allowances, exemptions and remissions need the conditions to be met and council approval, and applying does not suspend the bill.

How much should a Malaysian homeowner budget each year?

Build the reserve from your own bills. A modest annual tax charge can still strain cash flow when it lands alongside an insurance renewal or a repair. Take a landed home and a strata unit with the assumed bills below; neither is a national average or a typical bill.

Annual chargeLanded exampleStrata example
Quit rent / parcel rentRM 60 quit rentRM 180 parcel rent
Council assessmentRM 960RM 480
Combined annual taxesRM 1,020RM 660
Monthly saving equivalentRM 85RM 55

Example only. Assumed bill amounts; excludes arrears, penalties, maintenance and sinking-fund contributions.

The totals are RM 60 + RM 960 and RM 180 + RM 480. Dividing each by 12 gives the monthly reserve.

For your own property, start with (last year's taxes + expected uplift) ÷ 12, then swap in the current bill once it is issued. If you start saving midway through the year, divide the unpaid amount by the months left before payment instead.

Keep tax money separate from insurance, repairs and building-management charges. In a high-rise scheme, regular maintenance can be a bigger cash-flow item, but compare the actual invoices. Keep the council-rates reserve for council rates, even when a special building levy arrives at the same time.

Keep a short calendar with the authority, account number, amount, deadline and receipt location. Review it when the new year's notices appear and after any ownership or address change. That makes an unusual increase easier to spot before it becomes an overdue balance.

How to check and pay quit rent, parcel rent and assessment tax online

Start with the issuer named on the notice. Land-office records and council assessment records use different identifiers, even for the same address. A strata owner may need both a land-office check and a separate council account.

Check the title and land-office billing arrangement first, then council assessment separately.

  1. Gather the property details. Read the title and previous bill for state, district, mukim, title type and number, lot or parcel particulars and tax account number. Note the council account number separately. An address alone may not be enough.
  2. Choose the correct official service. For quit or parcel rent, use the state land authority's directory. For assessment, use the PBT responsible for that property. A payment page for another district or a neighbouring council may not recognise your account.
  3. Check the bill before paying. Match the property, assessment year, current charge, arrears, credits and any discount conditions. If you own several units or parking parcels, confirm what each reference covers. Query unfamiliar balances with the issuer.
  4. Pay and keep evidence. Use a payment method the service supports. Save the transaction record and the official receipt where one is issued, then check that the account updates. If confirmation is delayed, contact the issuer with the reference before paying again.
  5. Update ownership and contact records. After a purchase, ask your solicitor to check outstanding accounts and the notices of change you need to file. Keep the completion documents and the previous owner's receipts. Changing the management office's records doesn't update the government accounts.

If the online service can't find your property, take the title particulars to the land office or council. PTGWP's directory lists bill or title particulars for enquiries. If your development's records are incomplete, ask management for the title and parcel references.

Sabah and Sarawak have their own legal and administrative rules. Sabah JTU identifies the Land Ordinance as an authority, while Sarawak's land department refers to its Land Code, so check deadlines, parcel formulas and enforcement rules with the local authorities.

What happens if you do not pay?

An overdue balance can grow and complicate later dealings with the property. Land-revenue enforcement and council-rate recovery work under different powers and notices, and penalty rates and timetables vary from account to account.

PTG Johor describes land arrears, late charges and a statutory demand notice before further enforcement. In serious cases, the legal process can end in forfeiture.

On the council side, Batu Pahat council explains notices and warrant-based recovery powers for unpaid assessment. Check the issuer's current demand for the amount, response period and any payment arrangements on offer.

Before selling, refinancing, inheriting or bidding at auction, ask for current land and assessment statements. For an auction property, have your solicitor read the sale conditions and identify which arrears the purchaser may have to bear.

If you discover old arrears, keep your previous receipts and send a reconciliation enquiry promptly, stating which year and account each payment relates to. For a disputed demand or enforcement notice, get advice on that specific notice and jurisdiction.

Who pays when selling, buying or renting a property?

The government's account and the split between buyer and seller are two different things. A sale and purchase agreement (SPA) can apportion recurring outgoings, so read its completion provisions. Your solicitor should reconcile paid bills, unpaid balances and the agreed date, which is not always the day the SPA is signed.

A precise pro-rata illustration

Assume an annual tax bill of RM 1,020 has already been paid, the SPA makes the buyer responsible from 1 July 2026, and the parties count actual calendar days. The buyer's period from 1 July to 31 December inclusive is 184 days in a 365-day year, so the buyer reimburses RM 1,020 × 184 ÷ 365 = RM 514.19, rounded to two decimals.

The seller's period is 181 days. Change the agreed date, day-count convention, included charges or rounding and the figure changes. If the tax is still unpaid, it may need settling rather than reimbursing.

New homes, tenants and overseas owners

At a developer handover, ask for the current tax receipts and an explanation of any land-tax recovery in the handover statement. Check whether the title and billing position mean you pay directly or the development handles it. A paid maintenance invoice doesn't cover the government accounts.

For rentals, set out reimbursement terms clearly in the tenancy agreement and keep payment evidence. If the tenant pays directly, the owner should still check the account, because a missed payment is harder to trace after the tenancy ends.

Overseas owners can pay through official online services or authorise a local representative, as the authority allows. Keep your correspondence address current and make sure notices reach someone who can act on them. On a transfer, MBSP advises checking assessment arrears and notifying the council of the ownership change; confirm the equivalent procedure with your own council.

Property tax vs maintenance fees vs sinking fund: what is different?

Government taxes and building-management contributions go to different recipients for different purposes. JKPTG lists a parcel owner's management payments separately from land and assessment obligations.

Review each statement by recipient and account. In an older scheme that recovers master-title land tax through management, ask for the underlying bill and receipt. Once direct parcel billing applies, query anything that looks like a duplicate charge and check whether it is old arrears or the current year's charge.

For a fuller explanation of common-property budgeting, read Property Sinking Fund and Maintenance Fees in Malaysia. Keep that management budget beside this tax calendar so both are funded.

Keep money aside for recurring property bills

Property taxes and planned repairs are near-term costs. Choose where to hold the reserve based on access, capital risk and when the money is needed. Keeping it in volatile equity investments can force you to sell during a downturn simply because a bill has arrived.

A separate bank savings balance is one option. For money you need less urgently, compare cash-management investments on withdrawal time and on the fees that affect a small balance. Keep enough in your payment account for bills that are about to fall due.

StashAway Simple™ is a cash management portfolio with no lock-in, so you can build a property-expenses reserve gradually. It invests in money market funds rather than individual shares. Its projected 3.55% p.a. is variable and not guaranteed; check the rate-boost terms and current fees before using it for a small reserve.

Simple is an investment, not a PIDM-protected deposit. Withdrawals take time to process, so allow for that before the tax deadline.

Keep your property expenses fund accessible with StashAway Simple™. Whichever option you use, automate the reserve contribution and reconcile it to the actual bills each year.

Frequently asked questions

Is quit rent the same as assessment tax?

No. Quit rent is land revenue collected by the land authority, while assessment is the local council's property charge. They have separate accounts, so a receipt for one doesn't settle the other, even at the same address.

Do condo owners pay both parcel rent and assessment rates?

They can, where individual parcel rent has been implemented and the council rates the property. Parcel rent replaces the old land-charge arrangement; assessment is a separate bill. If your scheme still uses master-title handling, ask management and the land office how the land tax is collected and how payment is evidenced.

Do I still owe these taxes if my unit is vacant?

Vacancy alone doesn't remove land revenue or assessment obligations. Ask your council whether a vacancy allowance or other relief is available, what conditions apply and when to submit evidence. Keep paying current bills until relief is confirmed.

Is quit rent paid annually or twice a year?

Quit rent is generally an annual land charge, while assessment is commonly billed half-yearly. Each notice shows the issuer and payment period, and deadlines vary by state and council.

How do I check cukai tanah without a paper bill?

Use the official state land service or go to the land office with your title particulars. Depending on the service, you may need the district, mukim, title number, lot number or owner details. Ask for the current bill, confirm the property and year, and check for arrears before paying.

How do I find my parcel-rent account number?

Start with a previous parcel bill and your strata title particulars. If you don't have them, ask the developer, management office or solicitor for the building, floor and parcel references, then confirm them with the land office. Your maintenance account number and council assessment number are different references.

Why is my parcel rent higher than my old quit-rent allocation?

The new charge can use parcel-specific factors that differ from the old development-level allocation. Check the area, accessory parcels, use, minimum and any arrears on the bill. In Penang, also ask whether your scheme is affected by the rural-to-urban reclassification and its deferred implementation.

Can a tenant pay quit rent or assessment tax instead?

Yes, a tenant can pay or reimburse the landlord if the agreement provides for it. The owner remains responsible under the authority's rules, so check the payment against the correct account and keep the receipt.

Can I sell a house with overdue quit rent?

Arrears can complicate the transfer, so deal with them early through your solicitor and the land authority. Get current statements for both land revenue and assessment, then agree in the SPA who settles them.

Are Sabah and Sarawak property-tax rules identical to Peninsular Malaysia?

No. Both states have their own land-law and administrative frameworks. Identify the state land authority and local council for the property; their current bill, title conditions and official guidance set out the liability, deadlines and enforcement.

Can I appeal an increased assessment value?

Yes, through the objection route stated in the notice. Contact the council's valuation department, submit within the window and include evidence about the property's valuation or classification. Confirm whether you need to keep paying while the objection is pending.

Are assessment tax and strata maintenance fees the same?

No. Assessment goes to the council, while maintenance charges fund the scheme's common-property operations through building management. A sinking fund separately covers eligible future capital expenditure. Keep separate statements and receipts for each, alongside your parcel rent records.
